    In a blog for the Disruptive Competition Project (DisCo), Daniel O’Connor argues that the FCC’s proposed incentive auction rules are not enough to promote wireless broadband competition. He writes:

    Although I would have liked to have seen a bigger spectrum reserve, it is now vitally important that the FCC ensure the reserve spectrum actually serves its intended purpose…¬†Unfortunately, the proposed rules leave open the possibility of gaming.
